Are you detail-oriented and passionate about ensuring regulatory compliance and sound commercial decision-making across a global procurement function? We're looking for a Procurement and Compliance Specialist to own the end-to-end procurement lifecycle for ClearSource across all our operating geographies — South Africa, the United States, the Philippines, India, and Costa Rica — while safeguarding the company's compliance posture across vendors, contracts, and purchasing activity.

In this role, based in the Philippines and serving as a central, global function, you will source qualified vendors, evaluate vendor accreditation documents, and conduct commercial evaluations through competitive bidding to build supplier relationships that meet ClearSource's policies, client requirements, data-security standards, and the regulations of each jurisdiction we operate in. The ideal candidate has strong analytical skills, attention to detail, commercial acumen, and a solid understanding of regulatory and compliance requirements across multiple geographies, ensuring procurement stays fast, consistent, cost-effective, and audit ready.

What You’ll Do as a Procurement and Compliance Specialist

• Own the end-to-end procurement process — sourcing, purchase orders, delivery, and invoice reconciliation.

• Source, evaluate, and qualify vendors across categories, negotiating pricing, terms, and service levels through competitive bidding.

• Reconcile invoices, maintain the vendor master list, and track procurement spend and contract records.

• Serve as the central procurement contact across all ClearSource GEOs (South Africa, US, Philippines, India, Costa Rica), standardizing processes while accommodating local requirements.

• Leverage cross-geography volume to negotiate better supplier pricing.

• Ensure procurement complies with ClearSource policies and approval workflows.

• Conduct vendor due diligence and risk assessments, including data-security and financial standing.

• Apply data-protection regulations per geography (e.g., POPIA, Data Privacy Act, US state laws, India's regime) when onboarding vendors.

• Maintain audit-ready contracts and documentation, monitor renewals, and track regulatory/licensing requirements.

• Support audits and escalate compliance risks or vendor concerns to leadership.

• Produce reports on spending, savings, vendor performance, and risks.

• Partner with Finance, Operations, IT, Facilities, and HR to support budgeting, accruals, and procurement needs across sites.

What We're Looking For

• Bachelor’s degree in business administration, Supply Chain Management, Finance, Accountancy, or related field.

• 3–5 years in procurement, vendor management, or combined procurement/compliance roles.

• Experience in vendor due diligence, contract management, and audit support.

• BPO or shared services experience strongly preferred.

• Exposure to multi-country procurement or compliance is an advantage.

• Working knowledge of Philippine tax and labor regulations; familiarity with data-privacy frameworks (Data Privacy Act, POPIA, GDPR).

• Proficient in MS Excel and procurement/ERP systems.

• Strong negotiation, analytical, and documentation skills.

• Excellent communication and cross-time-zone stakeholder management.
