Your Role: Labor Compliance Specialist – Supporting Accuracy, Integrity, and Compliance on Public Works Projects

As a Labor Compliance Specialist at Sukut, you will play a key role in ensuring our projects comply with prevailing wage laws. These regulations apply to projects funded by federal, state, or local governments and are governed by laws such as the Davis-Bacon Act and California Labor Code Sections 1720–1861.

You will manage and monitor certified payroll reports, ensuring that documentation is complete, timely, and in full compliance with legal standards. These reports must detail worker classifications, hours worked, rates of pay (including fringe benefits), deductions, and net pay to demonstrate compliance.

What You’ll Do:

  • Monitor certified payroll submissions for both self-performed and subcontracted public works projects.

  • Prepare and review certified payroll reports that document hours worked, worker classifications, wage rates (including fringe), deductions, and net pay.

  • Ensure compliance with prevailing wage laws including the Davis-Bacon Act and California Labor Code requirements.

  • Maintain required project documentation such as DAS-140, DAS-142, exemption letters, CPRs, fringe benefit statements, statements of compliance/non-performance, and apprenticeship certificates.

  • Generate, review, and upload XML files using labor compliance platforms such as LCPtracker.

  • Update and manage internal labor compliance tracking log on a daily basis.

  • Upload documentation to external systems including Prism Compliance Management and LCPtracker.

  • Conduct periodic audits and spot checks to confirm accuracy and full compliance.

  • Monitor incoming labor compliance emails and address urgent inquiries promptly.

  • Track and collect any missing subcontractor documentation in a timely manner.

  • Stay current on public works special requirements and assist in training or clarification as needed.

  • Perform other duties and tasks as assigned.

What You’ll Need:

  • 2–3 years of experience in certified payroll, labor compliance, or a related compliance role.

  • Hands-on familiarity with certified payroll content, including classifications, hours, wages, fringe benefits, deductions, and reporting requirements.

  • Working knowledge of prevailing wage laws such as the Davis-Bacon Act and California Labor Code Sections 1720–1861.

  • Experience with labor compliance systems (e.g., LCPtracker, eMars, Elation)

  • Familiarity with documentation such as DAS 140/142, DIR registration, wage determinations, and apprenticeship compliance.

  • Ability to work on-site in our Santa Ana office.

  • Proficiency in Microsoft Excel and other Microsoft Office applications; capable of accurately managing and analyzing detailed data.

  • Strong organization, accuracy, and deadline management skills.

  • Effective communication and discretion in handling sensitive and confidential information.

  • Strong analytical and problem-solving skills.

  • Ability to work independently and collaboratively as part of a team.

  • Must be authorized to work in the United States and available for full-time hours (Monday–Friday), with overtime as needed.

Nice to Have But Not Necessary

  • Experience working in the construction industry or with union-related compliance processes.

  • Familiarity with Viewpoint Vista or similar ERP systems.

The reasonable compensation range for this position includes a new hire base hourly rate of $27.00 – 36.00 per hour + comprehensive benefits + potential for a discretionary profit-sharing bonus.

Individual pay within this compensation range may span multiple levels within the role and is determined by assessing job-related skills, experience, and relevant education or training.  It also factors in market demands and business needs.  The disclosed range may be subject to change or modification based on business needs in the future.
